I believe "High West" is just another of his many nicknames in the Japanese.

Nah, 'Highwest' is a sub error, I'm pretty sure of that. ^^
It sounds like it in Japanese, but the one thing 4Kids can do better than fansubbers (pre episode 40) in Sonic X is translate names and places. After ep 40, they change loads of names.
I mean, 'Highway Star' and 'Highwest' would sound almost exactly the same in Engrish. ^^
Also, The original subs of ep 25 translated 'Forest Hill' as 'Phrista village'. XD XD
