I'll bet they still thought there would be legal trouble with Zoro. Even if it wasn't spelled Zorro.

For a bit of insight in why "Zolo" may have come to be in the manga, check out Lupin III...
When Kazuhiko Kato (Monkey Punch) decided to use the name "Lupin", he did not check with the copyrighters of the name. But he was allowed to use it anyway, provided usage didn't go outside of Japan.
Therefore, early USA releases used names like "Lupan" and "The Wolf" - Once the copyright fell, onward releases used "Lupin".
